SMart CABLE RECORD SYSTEM (SMart CaRS)


SM Telesys have had a very wide experience in implementation and execution of complete Telecom Network for various leading telecom companies such as MTNL, HCL, Bharti Telecom, etc.. Besides this Dr. N.P.Sen, CMD, is one of the leading authority in Telecom Network executions. Based on such experience, the company decided to develop these Cable Record System software called SMart CaRS, which is a necessity of all Telecom companies. This is one of such software that are being developed by SM Telesys for Telecommunication applications.

 
INTRODUCTION

Cable record for the cable laid along the streets by telephone companies has always been a weak area. The weakness of the system has been mainly on account of :

  • Lack of good city map (to the scale)
  • Cable laid along the street where footpath, reconstruction, widening of road and realignment of road due to other services and constructions of subways. Fly-overs has always been changing the position thus the reference itself has been shifting. Hence no geographical record has been made and when made became out of date.

  • Frequent laying of cable every year by telephone department itself made it difficult to identify the particular cable from number of cables laid on the same side of road.
  • In absence of house number, street number and name, the line diagram most commonly used looses its reference and orientation.
  • The DP, Pillar & Cabinet record data is never uptodate since jumper in pillar and DP is not in the control of management. It is line staff who makes the change which is never updated.
  • MDF data being in control is correct to a reasonable degree.
  • Updating of data even when it is reported is not made due to hard work and the discipline
    needed for the same.
  • The line staff is not able to appreciate the need of correct and updated data. Since it is not using the record system, they use data from their own mind that makes them indispensable.

    SYSTEM IN PAST

    Cable Record System in 80's for Laxmi Nagar, New Delhi, India model exchange with good geographical map, line diagram and DP/pillar record by manual system was made by the author for TCIL & Delhi Telephones. But since changes to be made needs a lot of effort for which telephone system is not geared up. Records tend to go out of date within two years and then never updated referred too
     
    NEW TECHNOLOGY

    Now the system is entering in 21st century and a lot of new technology in hardware and software has come into market with much increased level of computer awareness in telecom department. Taking advantage of these new technologies which has made the system very user friendly, a new computerized Cable Record System (SMart CaRS) has been developed which has only soft copy (no need of hard copy) with simple click to view (menu driven system) for not so computer proficient outside plant staff. Care has been taken that no duplication of data or record by different wings, cable maintenance staff, outdoor staff, cable construction staff, cable planning staff, MDF record staff, finance department, commercial department & MIS department is required.

     Market Forecast and Cable Planning
    DoT has now entered into competition for Basic services and cellular services with rate of call charges and handset coming down likely in competition from cellular to basic is also quite high. WLL in basic by CDMA and COR DECT is also round the corner.

    Old planning concept of laying cable for economical planning period needs re-look. Wait list, which was taken as demand for granted, may and may not be true. It is future demand projection (more on realization basis) since there may be demand but demand may not come to be achieved by dot land line.

    This Cable Record System is analyzing the past growth rate of each pillar and is also monitoring CKM/line pillar wise (distribution and primary separately) instead of global city wise. Primary and distribution cable requirement is different for each pillar. This system is taking care of demand projection from past growth and estimate from CKM/line for meeting demand on pillar basis for appropriate decision by management to go for wire or wireless solution.

     
    CABLE MAINTENANCE

    When DP or Secondary or Primary cables goes down due to cable fault. There is wide gap between the time cable goes faulty and time it is detected and time taken to repair and need immediate attention.

    This system is reducing the time gap from cable going faulty to identifying faulty cables/DP by utilizing the input for fault record system




  • SYSTEM FUNCTION & DESCRIPTION

  • The SMart CaRS system is functionally divided in following sub systems

    City system is divided into sub city exchange area, like the city of Srinagar is divided into exchange  areas like Srinagar, Hari Parwat, Bemina, Barzulla, Soura, etc.
    EVERY EXCHANGE AREA IS FURTHER DIVIDED INTO THREE SUB FUNCTIONAL AREAS LIKE

  • MANAGEMENT INFORMATION SYSTEM (MIS)
    is further divided into:
  • Pair Utilization System

  • Pair utilization system indicating the utilization of DP pairs, secondary pair and or primary pairs also indicate, spare pair, faulty pairs and reserved pairs. Also indicate critical condition like:

  • 90% utilization
  • TNF conditions.

  • Cable maintain system work in conjunction with FRS system (fault record system) by monitoring the faulty telephone to give alarm signals for DP fault (distribution cable fault) or primary cable faults.

    Planning and Demand Projection System

    Planning and demand projection system Taking the input for commercial system to find out the past growth of pillar area to project future demands in DP's/pillars.

  • Project Costing System
  • Based on projection for planning and demand projection system the estimated cost of work is worked out by project costing system by utilizing the per CKM cost pillar wise.

    Line diagram Pillar wise pseudo geographical proportionate (but not to scale) line diagram is available pillar wise with DP address and joint location and full detail of cable laid.

    Geographical diagram on AutoCAD release 14 software in different layers is available for whole city, exchange wise, pillar wise with boundary area of pillar, exchange marked with DP location and pillar location.


  • SOFTWARE ARCHITECTURE

  • It is based on the optimum utilization of readily available standard software. The entire system is developed using:
  • Microsoft Access/Oracle: All data like DP record, pillar record, MDF record is build in MS
    Access or Oracle depending upon the size of database.
  • GIS: All geographical maps are in GIS.

  • HARDWARE ARCHITECTURE

  • System is based on Intranet server using P-P (point to point) protocol with external dial-in facility with password.

    The provision exists for 2 ports expandable to 4 ports. i.e. maximum 4 remote subscribers can access the Intranet at any time. This is considered adequate.

    This could be increased with addition software and hardware.

    Any remote user can download the data and diagram on its own PC for further use and update is possible from identified hardware with password far from co located terminal or remote location terminal by dial up

  • PROPOSED METHODOLOGY

  • To procure available Municipality map.
  • To procure geological Survey of India map.
  • To procure satellite map if possible.
  • Enlarge the above maps to the scale 1:5000 and compare with each other and make final.
  • diagrams with maximum available detail.
  • On the map scale (1:5000) plot all main roads railway lines, nala and outer limits of the city and colony boundaries.
  • On the above map 1:5000 measure the distance between road junctions and compare with actual distance and adjust the map for better accuracy.
  • Enlarge 1:5000 map to the scale 1:2000 sector by sector (colony by colony).
  • Plot within colony roads, streets lanes to the scale.
  • Plot all government buildings and other important buildings on the 1 : 2000 scale map.
  • Plotting other details has been required by the client.
  • Finally, re-draw the detail 1: 2000 map colony by colony (sector by sector).
  • Digitize and merge the map.
  •  


    SOURCE OF CREATING DIGITAL MAPS

    COMPUTING

    For SMart CaRS, the maps are being digitized using very skilled people and then loaded on to the system.
  • Accuracy and standards
    Since the base map is drawn on the scale 1:2000 the accuracy is at the level of a map drawn in the scale 1:2000.
  • Computer process
    The maps are loaded on our system. The different details of the map are plotted in different colors and made in different layer for example:
    1. All supplementary roads within colony are in layer two.
    1. All important buildings are in layer three.
    1. All other buildings are in layer four.
    1. All electrical utility details are in layer five.
    1. All telecom utility details are in layer six.
    1. All sewer details are in layer seven
    The decision of layers will be taken jointly with the clients.


  • SM TELESYS PRE QUALIFICATION & CAPABILITIES

  • SM Telesys Ltd. has carried out the following jobs relating to plotting of city maps and digitization of the same.
  • Ludhiana city was plotted and digitized as a part of telecom network consultancy job carried out for "Siemens India Ltd."
  • The city map of Srinagar has been plotted and digitized as a part of "Turnkey Cable laying
    contract for TCIL/DoT".
  • Shambha city (Jammu) map has been plotted and digitized as a part of "Turnkey Cable laying contract for TCIL/DoT".
  • Bhiwari city has been plotted as a part of "Cable Laying contract for HCL/DoT".
  • Pusa Agricultural Institute Area has been plotted and digitized for us for HCL/MTNL Delhi for
    telecom network rehabilitation project.
